Second the TombKings doesn't have upkeep for theyr armies. Every unit and upkeep is 0 but they gotta have buildings to afford " slots " for theyr special units.
Tell me, what do you imagine you need to pay a skeleton warrior?
2) Tomb kings do not have recruitment costs
3) Tomb Kings instead have an army cap and a unit cap.
Usually, for the most part, the AI fills four stacks with skeletrash. Wipe them out.
But you are paying for you skellies as the vampire. Okay it is not money you pay them with, but still you pay your upkeep.
Tomb Kings are being infused with the souls of their dead and remain semi-sentient.
Tomb Kings aren't maintained by that magic. They just walk around.
where as the VC dont really want free will with there units so they forcably raise the dead some have more complex magic behind it i.e. grave guard but overall the undead for VC are forced and subjucated both physically and mentally
Tomb king units willingly serve there masters hence the unit cap over an upkeep
No idea, but I'd imagine that it'd be barebones.

so how can they maintain 3 stacks of units with just one city... how is that possible if they need buidlings to raise their cap...
nonetheless thx for all the replies, without owning the dlc it is quite dumb not beeing able to at least test the new races to get a hang of their mechanics. having the khemri codex at home doesnt help me with this one im afraid ;)

Skellie warriors and spearmen have no cap. Everything else in their roster does, which is determined by the tier and amount of military buildings they possess. They unlock additional army capacity with techs.
