slave pens black roads or artisan houses
I'm having trouble deciding on how to build provinces for max gold generation with dark elves in campaign, any tips?

Usually a province of 3 settlements can give you the opportunity to build pretty much everything you need, that means all of the above.

Artisans early on, then replace them with slave pens when you can manage public order with 75%+ slave capacity in all/most provinces.

The slave pen bonuses stack, so that combined with 100 income per 1000 slaves in provinces that can sustain 12,000+ slaves quickly stacks up.

Roads are mainly needed for movement bonus. And i do not believe their bonuses stack.
Artisans will give you constant income regardless of anything.
Slave building chain works on slaves and also slows down their degrade over time.
TBH slaves are the main source of income for DE, but to make it work realy good you will need like at least slave market in each province and some certain researches that give more income and slow down degrade, as well as a constant stream of slaves. And that is not so easy early game.

@Harukage, actually it's easy because the dark elves suffer from quite a few rebellions early in the game

Its not for early game no. But once you can manage it you just drown in cash. Its insane.

Stable income and public order is more important early on, so go artisans.

Those few chaos stacks are nowhere near enough. At the end of the canpaign i had nearly 20000 alive slaves from my warfare in Ulthuan.

Roads give speed bonus to region, not province so you might want them in multiple settlements.

artisan houses, slave pens and walls. I build those into all of my tier III settlements.
