Slave building chain works on slaves and also slows down their degrade over time.
TBH slaves are the main source of income for DE, but to make it work realy good you will need like at least slave market in each province and some certain researches that give more income and slow down degrade, as well as a constant stream of slaves. And that is not so easy early game.
Its not for early game no. But once you can manage it you just drown in cash. Its insane.
Stable income and public order is more important early on, so go artisans.
Roads give speed bonus to region, not province so you might want them in multiple settlements.
