And the gpu is at 100%, so it's not the CPU.
But it's a common issue with TW-games at the beginning, I remember Rome 2 or even Warhammer 1 at the beginning. I think they need some time as always.

If you want to get smooth total war experience especially in those massive battles, you need to shell out some dough for high end stuff. These games has never been friendly on lower end pc's and laptops
And now it's the internezz, someone MUST come around and say: "it's all about the cpu, get some new cpu." WHAT?

Also i3's are mid end if they are of the pricier sort, which that i3 is, so they are quite far from a potato and they blow amd's old am3 socket cpu's
Just about every game that has to simulate alot of small units are more cpu intensive. Also if yous didnt notice this allready, almost every AAA game has credited nvidia or amd, but total wars credit intel and i7 processors. You prob can connect some dots and figure out why they dont have amd or nvidia there.
The first game sponsored AMD. In this it was swapped out for Intel Core i7.

You and I have almost exactly the same specs, and display settings (benq xl2730z here), glad to see I'm not the only one having issues.. was thinking about downloading the most recent nvidia drivers thinking that might provide a fix.. I guess not though.
Kind of crazy, the last game performed awesome day one, what in the heck could they change so drastically in their engine for this one I wonder.
Devs need to get their act together and optimise this game. If it was any other product I would ask for a refund! At the moment it's a performance mess. Not being able to maintain 60fps in med/high on gtx 1080, I7 in 1440p is just unacceptable. I have pretty much the same specs. FPS in TWW2 is about 50% less than in TWW1. Fiddling with settings; SSAO off ~15fps, shadows off/medium ~10fps - helps a bit but but the image quality deteriorates. Even so, the FPS sometimes drops to 30s. I'm new to TWW so I will just play TWW1 until they fix TWW2.
