That's my suggestion for a resolution to them.
CA has said that basically to do fully rendered battles for sea is beyond their budget and time scale for the game at this stage.
Yeah, well, enjoy the broken autoresolve system.
That's just wishful thinking OP.
and that is why CA cant implement them in total warhammer I/II/III
It's worth noting that's just a community rumor. That said, considering how tight-fisted GW is about their IP, I wouldn't be surprised.
Maybe ships could also require a turn to repair to move and engage again, even if they win a naval engagement.
What, you mean like ancient greek naval warfare? i.e. ramming ships together and having the soldiers simply fight across the wreckage? Considering the size and scale of stuff in the Warhammer world, that's actually doable and a pretty good idea. If CA can't implement naval battles with naval units, then why not turn the naval battles into 'land battles'?

bbut since they added in navel units in TWII without navel battles it does seem likely that could of been what was stopping them
but who knows :P
