It's not like this is not a significant enough market. So far you have not even addressed the issue. Some Steam moderators have alleged you are doing something about it, but that's hardly a credible source.

Not only is it a matter of opinion at whom anyone or I should be "more pissed at", but I can also be "pissed at" both at the same time.
Also, not only did Steam implement (even globally) other demands from governments (like the refund option demanded by Australian law, a much smaller market than Germany), but regardless of what the German government regulations are, part of the responsibility still falls on Steam, as by no means they had to just blindly block everything.
They didn't even comment or protest, nor did they go a legal route, or implement a system of their own (the law doesn't demand a specific system, it just has to follow certain conditions).
Even if they had implemented a flawed system at first (one that authorities after ananlysis would consider insufficient), they wouldn't be in legal trouble as long as they improved on it.
Valve didn't even try anything, so I'm "pissed at" them. Doesn't stop me or other German residents (the block is a geoblock and affects everyone living in Germany) to be also "pissed at" the government.
I'm also German. But I'm a few generations removed and call America my home. Glad to say that I have never played a porn-game as they give me the willies. And the fact that you are up in arms over not having porn-games in your steam library also gives me the willies.
Or if you told me that it has nothing to do with your German heritage but instead the reason you are obsessed with playing porn-games to the point where you are spouting off on a public forum is because you are a board gamer, and board gamers are perverts, not Germans -- in this case I would remain proud of my German brothers and sisters from across the pond.
Because we all know board gamers are a freaking weird bunch, aren't they? We expect them to obsess over porn-games and such.
Blame it on being a board gamer and salvage some dignity for our bloodlines, will you.
I find it hilarious that these guys have no shame in pining for porn-games to jack off to.
