Because you're not reverting the data you already have to its previous state but rather downloading the previous version of the main content data depot in its entirety. If v1.3 were available as a public "beta" branch, then Steam's delta patching system would come into play and the download would be significantly smaller, but, alas, that's not the case.
The latter is essentially what you're doing. The only data depot that was modified when v1.05 released was the main content one[steamdb.info], and as I explained above, the previous version of said depot is what the console command downloads, which is why the download size is so large.
I assure you this method works and is safe to do, but I understand if you're a little reluctant to take my word for it, so perhaps these two posts will alleviate your concerns:
Yeah. The only wrinkle is that you need the relevant manifest ID(s), which, as far as SteamDB can tell, are public knowledge only if the game has been released.
I gather you're referrng to Skyrim SE as vanilla Skyrim hasn't been patched since April 2015. If you have a rough idea of when the game was patched to your dissatisfaction and can tell me which particular licence you own (input licenses_for_app 489830 and relay the reported package ID), I can offer a helping hand.
The release of v1.06 will overwrite the data you've manually downloaded, but if you have the space, you can back up SteamApps\common\Assassins Creed Origins, just in case.

I had this same issue but I think I fixed it by deleting some files. When you copy over the files you will see that some files are not replaced, because they are new. You need to get rid of these files. The files for me were:
