I've also found that the UPLAY app was also causing much of the random freezing. After booting AC Origins try quitting out of the uplay app in your bottom right application bar (windows 7). It'll ask if you really want to do it, hit yes and whatever the app is doing in the background will cut your CPU usage in half if not more when it's not running.
The fact that this game is purchased on Steam and is therefore already a verified purchase there's no need for this application to be running in the first place.
Not having this app running removes the FPS log on the top left corner (which is probably causing cpu usage by constantly checking your systems status) and you don't have cloud saving (which is unnecessary).

Thank you, Boombastic, for the helpful suggestion. I actually bought the game through uPlay (despite my post here and my general preference for purchasing through steam); at the same time, closing uPlay while playing (despite the warning from Ubi not to!) helped CPU performance.
However, I believe I have found a full fix for the problem (it relates to MSI bloatware that I thought I had uninstalled when I built my computer a few months ago--egg on my face), so I'd like to post the details here in case it is helpful to anyone else.
Rig = GTX 1080 Ti (MSI), i7-7700K, 16 GB RAM DDR-3000 (boosted to 3200, I think), running off an SSD.
Desired performance = 3440x1440, most settings high, very high, or ultra. During three minute periods where the freezing problem did not occur, I averaged 77 FPS.= at these settings.
Problem = game freezing (not just dropping from 80 FPS to 30 FPS, but totally freezing, except for the audio) for 1-5 seconds. Frequency of freezes varied, but every 30 seconds to 5 minutes is a reasonable guess. Freezing problem seemed exacerbated in city areas or areas with greater levels of activity.
Solution = removing MSI bloatware--in this case, MSI ActiveX Service. ActiveX Service was a process that was typically consuming a modest amount of CPU, but its consumption would jump to 30 to 40% when running Origins (very resource greedy!). This CPU usage, combined with occasional spikes from Origins itself in the 50 to 70% range (which is unjustifiable and crazy, but if not for other processes, manageable) would lead to the crash. ActiveX Service is buried under "MSI OC Kit," and I had never used that (or heard of it) before tonight. From a quick google search, it sounds like a simplified OC utility (I use MSI Afterburner, which is wholly separate).
In any event, based on ten minutes of running around busy city areas--which before would have lead to at least several freezes--everything appears to be running smoothly.
I will update this post again if I learn more.

I sovled this issue with switching game ready driver (version 445.87) to nvidia studio driver (version 442.92).

Before that version everithing runs fine.
My card is GTX 1660 Super.
Fixed by rolling back Nvidia driver. (446.14)
EDIT: I can Confirm that the freezing problem lies with the new driver and that rolling back to the previous version has FIXED the issue :)
