Sorry to hear that you are encountering this issue across games.
Can I just check if you encounter this if you launch the game from Ubisoft Connect?

I appreciate your help. I've talked to the support team over at Ubisoft. The guy or gal was hepful but we could not fix the problem.
I've tried EVERYTHING: re_installing the game, the drivers, tweaking the Nvidia panel, playing with my Window security, running some benchmark test, changing my fan to higher quailty fans, you name it I've done the whole nine yards...
But I think I nailed the problem and it's not a Ubisoft problem. You see I've changed my Nvidia RTX 1080 to an Nvidia RTX 3090 and I think the problem is the PC Power Supply...
This GPU demands quite a lot of Power and when there is not enough Power for the rest of the computer to run properly you start encountering bizarre problems.
I am changing my Power Supply tomorrow and will be running some test.

So after making some test I've changed my Power Supply and replaced my old 750W to a 1000W...And...drums drums....
It's working.
I guess even if Nvidia says a 750W Power Supply is just fine with a RTX 3090, it really depends on your motherboard, the number and power of your drive etc... even on the quality of your electricity.
But after extensive testing it seems to work just fine.
