Do the drops happen in places you might expect them to? For instance Cities or Areas of high activity or at random?

What is your CPU?
Did you run DDU before installing your new 3080Ti?
What resolution and refresh rate are you playing at?
Are you on latest driver release? I know G-Sync was broken for a bit in games. If you are still getting stutter with G-Sync something is wrong. Maybe its in your NVIDIA control panel settings?
You def should be getting way higher FPS than the 70's especially in Siwa.
CPU wise I have an i9 9900KF (Nothing is overclocked). Also not sure what DDU is so I'm gonna say no I did not run it lol. I'm playing at 1440p @165Hz refresh rate. I also have the latest drivers installed.
Edit: I also found out that if I cap the fps to 60 then the stutter goes away (as my fps doesn't dip below 60). Still, shame that I can't play it at 100+ fps like I know my setup should be able to handle.
Basically if your monitor supports 165FPS (165HZ) and your in game performance is around 100, thats a lot of dropped frames and can cause stutter. You will have to lower your in game settings to boost frame rate. That is why if you lock it at 60 the stutter goes away because your card is not losing frames. With odyssey it ran higher so it was probably less noticeable.
I think a lot of people seem to not realize this when buying monitors. Not hitting your monitors native refresh rate can cause stutter in a lot of games. Even with a 3080Ti at 1440p you may have to sacrifice quality to get those frames up and locked in.
DDU is display driver uninstaller. It completely removes the previous installed display driver (AMD or NVIDIA) and cleans out left over files and registry keys. I would recommend you run it and re-install latest driver. Especially if you had an older GPU in your system.

Theres a lot of other areas to to check if you wanted to look further into it if DDU doesnt really help.
Check your BIOS too and make sure you are running Gen 3 for your PCI-e slot your 3080 is in. Also make sure it is in the proper PCI-e slot as depending on motherboard it can share bandwidth with other things. Make sure its using the full 16x lane.
I am assuming you are on a Z390 chipset motherboard. So checking your BIOS to make sure everything is running as it should would be beneficial. Like your RAM and making sure if it supports XMP profile that the correct one is selected. Which will also def help improve performance in games.
Overall you should def be getting higher than 100FPS with your 3080Ti especially if I am averaging 84 with a card 3 gens back.

Also I think the last time I had XMP enabled in my bios, it would cause my games to freeze up after a certain amount of time, so I always keep it disabled.
Edit: I should also mention that even though my fps doesn't drop as low as it did before, there still appears to be some kind of stutter when panning the camera around slowly, even when I'm getting consistent 95-100 fps (I have my fps capped at 100).
XMP profile can cause issues if not set correctly or wrong profile is selected or if the modules do not support XMP to begin with. In your BIOS there should be info on your sticks to show what it supports and what XMP profile. I am able to see this on my ASUS motherboard.
If you are getting freezes with memory I would check to see if your BIOS has any updates that improves stability and performance. Worst case scenario would be you have bad memory. You could try to test each stick but this method is time consuming. I had bad sticks in my last build I made for a friend. PC would lock up within half hour or so. Had to test sticks 1 at a time and sure enough only 1 was causing the issue and had to send out for RMA replacement. It happens.
Is it a stutter or is it tearing? Usually moving around and panning the camera will cause tearing when V-Sync is not enabled. I'm guessing that is what you are seeing?
