Nope, plenty of videos with your same specs that benchmark higher. It is not the game.
If you arent tech savvy or willing to do all that troubleshooting I understand.
I watched some gameplay footage of your 1660 super in Alexandria. When running game on High and Ultra it does have the dips you described. However, it is an entry level card and you shouldnt have settings that high.
If you want to smooth out gamplay set graphic settings to low - med. Also, in NVIDIA control panel. Set Texture Filtering - Quality to High Performance. That will help too.

gtx 1650 4gb
16gb dual channel ram
with high setting preset
i tried everything on websites (steam, reddit, etc.) and youtube but it didn't help. i'm fu*king tired of this ♥♥♥♥. can someone please explain? i just want to play it stable on 30fps...
