His secret service quest is bugged
No mission highlight on the map.at all for me. Tried to reload the quest, still not working.

Same here, can't find the list of spys, no marker appearing. And - I have two quests with that same task, because I liberated two different spys.

I found out that the quest works again if you reset the quest state and go back to where the dude you rescued was. Talk to him and it will show the yellow circle
