And where are you trying to create and Ubi$oft's account? Because if it is upon UPlay, then you can simply uninstall that now defunct Games Launcher / Stored of theirs (since Somewhere during 2020), instead get their current, bloatware, version of Ubi' Con[www.ubisoft.com] and create it over there. Or you can also do it upon their site.
And why hasn't Ubi$oft still provided Steam with installation packages that bring Ubi' Con by default instead of their former DRM Games Launcher/Stored? Imho, it's due to sheer customers/players careless handling, shortly followed by an usually utter tripe "Support" and ending in what I think it it to be a complete incompetence to task these sport of things to perform that sort of swaps smoothly for everybody involved in that kind of process.
Nope, you have to create an account. It's even stated upon their Assassin's Creed: Origins's (AC:O's) Steam page.
Although if you can't create an Ubi$oft account then simply open a Ticket at the Ubi$oft's "Support" site[www.ubisoft.com] and expect them to be answeting back quickly and also to properly solve your issue.
