Seems like ubisoft doesn't care about their old games anymore even if they have advertisement about mirage on the main title.
That or simply start Steam form the Windows + "R" key comnbination also with the command line already above mentioned. It solved my all over the sudden predicament with Horizon Zero Dawn and it might also solve yours. My laptop is now around 4-5 years ol' and it definitelly isn't top notch by today's standards but it works well with most games, provided that I keep the system efficient and the latest Steam UI is all except resource using efficiency.
And I'm saying this because around a week or two back I've reinstalled AC: Origins to play it a tad further and it worked like a charm... but then again my copy was directed acquired from Ubi$oft Connect's launcher/store a few years ago so it didn't had to pass through another middle man potentially causing issues.
