Or if you sign into your Ubisoft Account thru a web browser and go to account management.
It does not make sense steam link would not be there.
What happens when you try to do it thru Ubisoft Connect Launcher? Again, Open the launcher and go to Settings> Account Linking. What does it say?
Check the box to enable steam link request. Restart client. Than log out.
Launch a Ubisoft game via Steam. You should than get an option.

Unfortunately no. If you have the DLC on Ubisoft Connect, but only have base game on steam. It will show as owned in the game but you will not be able to download or play them.
All DLC must be purchased on same platform as base game in order to fully work.
