Or, there just isnt anybody or any picture around you at the time. I do not think the map shows worldwide players, but I could be wrong. That is a Ubisoft question and you can submit a ticket to find out more.
It maybe local to your region. If not that many players are playing when you are. You probably wont have many photos or avenge quests pop up. That's my guess.
Okay, thank you for guessing, but this is a known issue which wasn't fixed by the common suggestions put forth in the past by Ubisoft; I'm not playing offline and the map is filtered to show all.

How long has this been the case? Have they ever been visible previously?
If you could also please try verifying the game's files[ubi.li] and sharing any screenshots of the issue this would also be appreciated.

It's just sad how Ubisoft can't muster up the courage to just admit that these problems are caused solely on their own servers. They've been misleading customers who have had troubles with newer titles than Origins, too, the same "Please try trouble-shooting" nonsense that won't work because it's not a client side issue.
