So basically if RAM is ok page file will just be used for windows reporting/error logs.
Please post your specs so we can offer more suggestions.

Could be Denuvo as i think pirated copies may run better?
Back when i had a 1060 6GB with 16GB DDR4 & bought a fresh SSD,
stillllll had stuttering. Even with programs to help, nothing worked for me.
Odyssey had none of these issues on a standard HDD.
So i ended up caving in & buying it on console.
Now that i have a 3060? Not a problem. But maybe since they've updated it, idk.

Your specs are ok. Just so we on the same page. What do you mean by game is stuttering when you open other programs? Are you playing the game and than trying to do something else at the exact same time? Or do you have programs open in the background and than go to play?
Either way if you run the game and open other programs before playing or during. You are taking away CPU resources. Your CPU also does not have hyper threading thus limiting your multitasking performance.
Same thing goes if you open a program that needs GPU power. What programs are you running with the game?
So make sure to lower resolution of the the video and that should help, but i persoanlly wouldnt have video playing in the background for that GPU. Or any really this way you get smoothest performance for game.
Try using a different program like spotify to listen to music. It wont take away GPU resources. Steam has a music player built in as well but I have never used it and not sure how much resources it consumes, but you also need to have your own music on the computer.
Also look at other programs that maybe running in the background taking up resources. Here are some things to look into to free up CPU resources.
Disabled xbox game bar, game mode, background recording, and make sure GPU scheduling is disabled? Disable any running GPU tools like afterburner or precision X.
Disabled background services, tasks, and programs that are non essential? Using Task scheduler, msconfig, and task manager startup options.
Also check for Windows 10 updates. Make sure you are on latest build with no insider, optional or preview builds. MSFT has made a lot of improvements to Win 10 and has patched a lot of issues regarding gaming performance.
