The 1090 X6 is a better CPU than more recent low budget models like the FX 4300 or a i3 4100.
The X6 lacks modern instructions like SSSE3 and SSE4.1, which are often used by new games.
At the Ubisoft site people are complaining about this. There is the possibility that it will work with an upcoming patch or it got patched recently.

It is that the CPU's do not have the feature 'Streaming SIMD Extensions 4' and the code in AC:O requires it (game code or DRM code/implementation).
It also is possible that the reason is down to the DRM.
It seems that some games with Denuvo DRM and also had the SSE (below the minimum system requirements?) issue were patched. Seems the same (below the minimum system requirements) CPUs can play the games now.
I wonder, because the VMProtect DRM is more invasive into AC:O's code then Denuvo, then maybe a patch is not even an option because of how the DRM works. And the last people they would tell is us the customers. After all, we are only talking about 5% of people.
Your link was quite informative and indicates publishers can deal with the SSE issue by patch, so what is the real reason for UbiSoft?
And if patched, I suspect the CPU would meet at leasat minimum requirements.
