PC Or PS4 Pro
So I use a i5 7500 and GTX 1050ti and I ain't going to be able to upgrade my PC for a long time since I have a daughter on the way and my money is strict. I only seem to be able to run this game on low/medium with a 45fps lock. My friend has offered to lend me a copy of the game on PS4, would I better off expriencing this game for beauty it has to offer on the pro or pc?

*I have a 4k TV with HDR and my PC montior only supports 1080p.

Lol PS4 is 30 FPS with tons of dips to 27 FPS. You better off playing it on PC.
Use this you will get better fps and game will look really good.

Dynamic Resolution = OFF
Anti-Aliasing = LOW
Shadows = LOW
Enviroment Details = MEDIUM
Texture Details = HIGH
Tessellation = HIGH
Terrain = HIGH
Clutter = MEDIUM
Fog = MEDIUM
Water = HIGH
Screen Space Reflections = HIGH
Volumetric Clouds = ON

Characters
--------------------------------------------------
Texture Detail = HIGH
Character = LOW
Post Processing
--------------------------------------------------
Ambient Occlusion = LOW
Depth of Field = ON

You can also lock your fps in game to 30 and get much better and smother gameplay then PS4.

Considering the fact that you have a 4K TV then yeah the visuals you will be seeing will be much much better visuals than a full HD monitor. The frame rate drop issue however I don't think will hamper at all because you will hardly notice them at times.
