There are many complaints of poor FPS on i5 CPUs online, and even people with GTX 1070 (regardless of CPU) can't max out the game @ 1080p60, which is pretty poor by AAA game optimization standards.
With your specs, without overclocking and LOW settings, I don't think you would enjoy the performance. And to be honest, the game is not worth playing below MEDIUM settings because the draw distance and textures pop-in are horrid below it. The game really shines when running on HIGH and above settings, the sun, the vegetation, the reflections, the NPCs look so much better when your computer can run it (smoothly), I think you should save the money and wait for further (game) sales, and more optimization patches.
I would say yes.
