If your on normal PS4 then I would get it on PC for customization of video settings. Plus it apparently has dynamic resolution scaler so you can pick the fps you want and it will lower resolution automatically to achieve your desired fps.
P.S. Unity was one of the exceptions, but I have a feeling that my CPU was the cause, due to amount of people on the streets, since when those were gone, fps went to stable 60
Oh, I thought with the power of them now they would be 60. Thanks for confirming. Was just wondering. I really hope the PC port on this is good enough.

However there always were exceptions.
The X runs the game in 4K 30fps and downscales when needed. PS4 Pro is apparently the same thing but obviously way more downscaling in areas. Really sucks they are not aiming for 60fps at do able resolution instead they pushing 4k 30fps.
Your rig is also slightly more powerful than the original PS4.
