Its most likely bound to big cities with a lot of people and objects.
But there were tons of these threads over the years from my memory and like 1million solutions, from which none works. I think its the game or the engine that has a serious issue but Ubisoft doesnt seem to care fixing it. I once heard of some mod or tool that was supposed to fix these rendering, CPU & VRAM allocation issues but from what I am seeing, this tool doesnt work anymore with the latest version of the game... Weee...
So yeah. Same boat now too. I just started replaying it. Its a great game. :(
If you can still refund it, I would do it. I dont think there is really a fix for this right now, beside of using a different CPU. But who knows, maybe one day someone will actually fix this, since Ubisoft cant be bothered. I actually noticed the same issue in Ghost Recon Wildlands now too... I cant believe it... Maybe a general modern Ubisoft game problem with many of their engines.
TBH 100% isn't too much stress as long as you have temperatures under control. If the game runs smooth and temps are okay then I wouldn't worry about it. If temps are high then maybe look at better cooling. If the game stutters and hitches here and there, then try finding a DRM-free version and see if that runs better. From what i've seen, gutting out the DRM cuts out some CPU spikes, so might help.
I dont know if Babaximus has the same issue but I have exactly the issue that the thread starter on Anandtech has. EXACTLY the same. The thing is, it seems like there is no working fix for this problem anywhere on the worldwideweb. ♥♥♥♥♥♥♥.
ye ty guys i know but i was just shocked that this is not fixed nearly 3 years after release.
Btw, try using 60FPS limit. With this I only have 80% usage and it stopped stuttering.

Also, if comfortable, see if your chipset and mobo have fireware updates. For me even after 10-20 years at this updating firmware is always something to take seriously.
