Can all Assassins see use Eagle Vision to see through walls?

Ezio, Altair, Desmond, and Connor can't see through walls with eagle vision. Even Edward can tag Enemies and he ain't eve a Assassin for most of the game. Why can everybody else see through walls? is it because the game mechanics advance. Or are some Assassins better or have higher concentration of First Civ DNA? Should we assume Ezio and Altair can see through walls?

I suppose so. But makes you wonder how the Green signifies Allies and Red signifies Enemy. But Desmond never saw Lucy as a enemy. Nethier did Edward Kenway see Roberts as a Enemy. Both Lucy and Roberts were going the betray their "Allies"
