I've had this happen before. I left the area and was able to get Fangs back later.

edit... what I'm trying to say is I think he gets glitched and when you leave the area that you are in... his respawn point gets moved.

yeah.. I've fast travel few times to fix it cause I remember witcher 3 has this bug as well and by fast traveling or reloading the game can fix the bug...

Cause its an ubisoft game, what did you expect? you have to buy a dlc to display a horse, you simply have not bought the textures required to draw a horse.
