Talk to ubisoft customer support, not steam.

In Uplay you can select the drive to install your games on. Perhaps that could be a solution to your problem.

You can't
Any digital content brought on Uplay is not refundable.

How do I get those purchases refunded so I can re-purchase them through Steam?

Uplay is like steam, except it's only for Ubisoft games. Yes there's a store, and any Ubisoft games bought through Steam will run through Uplay nonetheless (You have to link your accounts).

To be honest, since buying Ubi games through steam will launch Uplay anyway, you might want to keep buying directly through Uplay to get rid of one of the DRM Client needed.

The fact you don't have enough space on your SSD has nothing to do with Uplay though, I don't understand your issue with this, just install games on another drive or clear up some space on your SSD. Games will be the same size whether it's on Uplay or on Steam, and both clients allow you to install the games on the drive you want.

What issue do you have with Uplay exactly ?

As for refunds, Uplay doesn't do digital refunds though exceptions may occur. If you're in EU, the laws should be in your favor though, since it's illegal to completely refuse any refund on such purchases, especially when you haven't even installed or launched the games.

The problem is I have to manually manage my games directory, which is an extremely time-consuming and error-prone process. That's something I don't have to do with Steam. A bigger issue is that Uplay games and non Uplay expansions and DLC are non-compatible. I now have content in my library that won't integrate with the base game it's designed for. When I buy a game, I just want to play it, not spend hours of my life tweaking it, uninstalling it, and reinstalling it, just to get it to work.

That is cause Steam is forcing you to buy DLC Season pass on Steam !
It is not Uplay fault !
Steam is DRM and it have own file management system.
Buying DLC other than on steam will not work as the Season pass in not compatible due to DRM file management system

What do you mean "manually manage" ? You have nothing more to do when you install a game with Uplay than you do with Steam. You seem to create problems that don't need to be, just tell Uplay to install your games where you want them, and it'll always do it (unless you ask otherwise in the future), just like with Steam.

As for the DLCs, it's kinda the fault of both clients. Anyway, you should always buy DLCs on the platform you've bought the main game on.

Steam/Uplay's link is the only way for Ubisoft's games to be on the steam store and thus, gain more visibility to the players. If that link wasn't there, people would complain all the same because they wouldn't be able to buy Ubi games on steam. In any case, you'll have to stick with Uplay if you want to play those games as it's necessary anyway.

Buy a SSD or HDD with 1Tb (or more) of storage, go into the settings of Steam/Uplay and setup your directory. If you buy a game through Uplay, only get DLC for the Uplay version. Same thing for Steam.

Problem solved.

uplay is similar to steam but for ubi games only, both works the same in principle, steam has tons of features lots more than uplay.

however in terms of games download and management, both work the same, not sure what do u mean by time consuming using uplay??

for me uplay works better than steam for ubi games since no integration and linking required, thus i always buy uplay version, less hassle and just one DRM to run instead of two. but steam offers refunds and recently ubi added steam achievements and trading cards to their games, but yet you can find uplay version games cheaper on 3rd party key sellers, so its a trade and you choose what suits you best.
