And if you are able to make sure you have effective cooling for your PC, then 100% loading is not an issue. Ask Intel or AMD.
Too many people are using sup-par systems and those are the ones having issues when the load is 100%.
Like the graphics downgrade since patch 1.03.
Now we have got patch 1.30 and the graphic downgrade is still not fixed.
many boards do ship with a defualt system bios and many mrmory and CPU issue can be fixed with the latest system bios ..skip the microcode one if you on your original system bios for now ..and you never did a system bios update on building your PC
as yea your may need to adjust a few things ..see your motherboard manual first on how to update your bios
best way (safest way ) =via usb thumb drive within your system bios using the updated firm ware from your mother board maker .. thats some thing ALOT of gamers ..just skip
as intel is still working on meltdown patched micocode .. but yea if you have a Z 270 board from asus ..they already had one up last august \ september

check your system bios VS your motherboard maker web page ..update your bios may help all of your systemn work together better ..your system bios is the crtitical point that controls everything you plug into the motherboard you own ..your CPU your ram ..your add in cards like your GPU is all controlled by your bios
read your main board manual when you build your system
oem systems ... yea your screwed ..an stuck with limited bios options
but even in those they tell you what ram is supported ..do not mix an match ram ...speeds or timings or brands ..and you'll see better results
but yea you need the latest bios installed if you want your PC to work at max performance
not the defualt one you get when you install a motherboard ..and do not rtead the manual
and buy ram that it does not support
many steam users buy new systems and yea build em and do not ever read manual that came with their motherboard
itlls tell you wn=hat ram works an what does not .. but they cheap out to save 4 dollars .;.;thewn wonder why others get better FPS ..or their game crashes
my nephew =bought 1.5 volt memry .. that yea was supported for his AMD board .. then added 2 ram sticks that were 1.65 volt ..ram fine for a yr ..now he has 2 dead sticks as well as two dead mem slots
why ? he installed unsupported ram and never updated his bios
and mixed and did not look at voltage for the new mem he installes .. he went cheap
and mixed corsiar with crucual mem chips that had totaly different mem timings once ya loaded em up one ata a time under memtest

LMAO, so you have 32 threads cpu and saying its 20% while vast majority of gamers have 8 threads i7s, thx mr. obvious.
cooling has nothing to do with this, perfectly fine is a subjective term, 40-45 fps drops in cities, constant 50 fps or maybe 30 fps for some are perfectly fine, for others its not fine.
however, perfectly fine based on PC standards is constant 60+ fps taking hardware, resolution and graphics settings into account.
last but not least, this game requires more than 8 threads CPU to not bottleneck high end GPUs but there is nothing in this game to justify this kind of requirement especially it runs FINE on potato consoles cpu, in addition, the high cpu usage in main menu before playing points the finger towatds the layering of DRMs sucking down your cpu.
