Is Legendary perk "health for critical" basically worthless?

Does anyone else feel that the legendary perk "health for critical" is basically worthless?

If I had a choice between these two weapons:

Flint spear Legendary weapon:
Bleeding on Hit 1
Critical Hit Damage 4
Health for Critical

Needle spear Rare weapon:
Bleeding on Hit 2
Critical Hit Damage 4

I would pick the rare Needle over the legendary Flint. I find that if my health is below 33% I would not be trying to attack but instead back off to heal.

Anyone else find "health for critical" useless or actually see it as a decent perk?

Health for critical is activated below 20% and yes It's worthless.

They need to raise the treshold to below 33% i think to balanced it out.

Below 20% is one hit away to death above normal difficulty.
