The tip actually gives overpowered CPUs a bonus in performance, once tweaking has taken place.
with the ~high priority~ fix in task manager it works like a charm.

what do u mean by manually?
i'm refering to the slider under display menu, i set it to 115 instead of the default 100, then under graphics menu , i set npcs quality to low and locked fps to 90.
note, im playing @2560x1440, 4770k 4.5 Ghz +1080 ti 2050 Ghz + 16 GB ram.
now if you want to try this approach, take your resolution and hardware into consideration as you might need to lower the resolution and increase the scaling to get better fps.
It was just the way you worded your statement. It sounded like there was a way to increase the draw distance somehow.
