How does enemy scaling work?

I set the option to not scale with my level because I kept encountering too many people 3 or 4 levels higher than me. Plus, by this time in the game, I'm wanting to concentrate on the story and the missions more instead of grinding combat..

I set the option and the game restarted.. but several times the option was back on again. Now, for the last 3 sessions or so, it has finally started staying off.

Finally realized one issue was the region I was in, the levels range listed for the region was too high. Ok, no problem..

But, everywhere I go, enemies are still at or 1 level above me. There doesn't seem to be any "scaling" going on. They aren't as high (3 or 4+) but, still... this doesn't seem to be scaling of any kind if they all stay at or above my level.

Just curious if I've done something wrong or my game isn't working like it should... thanks for any suggestions in advance.

PS: Will I ever be at or above any of the Phylakes' levels? Everyone I encounter is 2 or 3 higher than me.

I did not check but is it related to the difficulty setting. What happens if you put diificulty setting to ease and enemeay scaling ON. Are then all same level as you?

And now after playing a bit further I'm starting to see the gap separate more. Maybe it just takes time...? I've been playing on Normal.

Only lower lvl enemies scale UP to your level. Higher lvl enemies are still around and you'll need to lvl up to match theirs. Is not like Skyrim.

Okay, what happened to Enemy Auto-Leveling? It's not in the menu anymore (Options > Gameplay > Enemy Auto-Level

Did it get removed in 1.10? The patch notes for 1.10 says they ADDED it, so why is it now gone?
