Camp Tamaris - Captain missing in action...

Is there a problem with Camp Tamaris?

No troops around at all when I came across this camp. Cleared the loot and freed the rebels, so no problems there.

Waited a while and a couple of troops came back but no Captain, so unable to clear...

Meditate outside the camp using Dawn & Dusk skill, at least that solved the problem for me.

I meditated in the camp, maybe that was the issue...

Sorry for the necro, I have had this issue as well, and it seems countless posts have been made about the subject, and this topic comes up on top on Google Search, so hoping to help anyone else that will have this problem in the future:
I spent countless days resting (meditating with Dawn & Dusk skill) and taking tours around the map to hopefully find the Captain fighting with other NPC's to absolute no help..
At the end I trapped the Brazier in the camp, pulled my Torch and lighted it myself.. well that killed me as you can imagine :) But when I was synchronized back again in the Camp the Captain was there.
I believe getting desynchronized in any way will work but this is one of the easiest ways.
Hope this helps people that are having the same issue.

I too have encountered this "issue". I also tried lighting the brazier countless times. I finally gave up and went on to other locations, and tried checking back before logging off, to no avail. One night, while checking, the camp was empty as usual but Senu espied the captain on the southwest road walking back to camp. He was far off from camp alone, so my guess is he just walks back and forth from this camp and some other place southwest.

Needless to say I ran to him to greet him joyously and saving him the long walk back to camp.
