All open world games have filler and repetitive stuff. You need to take some side-quests, but the game won't force you to do everything by any means. If you're amongst those who want to rush and skip everything you'll be underlevelled, if you're amongst those who want to explore and do everything you'll be too strong. The game needs to be balanced for both playstyles.
If you wish to keep side-quests and repetitive activities at the miminum, maybe you should play on Easy so at least you'll have a higher chance of dealing with missions while underleveled.
And this game has a ton of mission variety. You don’t have to do every side quest to level, you have a large variety to choose from. Heck even just exploring and doing points of interest can get you level advancement
IMO the worst games are the ones with shoe-horn story lines that force you to go from one to another without any variety or reason to deviate from the story line
I guess unlike Op I like to take my time with stories and not be rushed through them from point A to point B XD I like games like this, where there are multiple zones to explore, and a variety of quests to do (or not do)
