That would just make weapons more generic and things more complicated for no reason. It's fine as it is, especially considering that there are unique legendary weapons that you can only obtain once. An attribute randomization system might just screw up those weapons and there would be no turning back because of the game auto-save.
So whenever you kill a tough enemy or open a chest, and find a nice golden legendary weapon, I guess you would be saying: "oh great! Another weapon to sell for 500$!"?
For most other players, I guess they would rather say: oh nice! Am axe with awesome attributes that I can use to beat that really tough enemy!"
I think you should also take into account that not everyone playing this game is a completionist. Not everyone hunts every treasure, or raids every stronghold. I do, and you probably do as well, but for some players, those repeated weapons are a second chance to obtain something they might have missed earlier. Some people just prefer to stick to the main story, maybe do some side-quests to not be underleveled but that's pretty much it.
You can use the money to buy other legendaries you don't have.

So it would be exactly the same for players who will finish the game and stop playing it. But for those who want to get better weapons, it will be a lot better.
Looking for better weapons isn't going to keep you in the game once you've completed all the content anyway.
I'd rather they spend that time on making more content for the game, not some random weapon system.
For me it's one of the 2 regular swords with instant charge. The light bow with health on hit, the hunter bow with double damage over 20m.
For me nothing else is needed, so I sell everything else or dismantle.
