Sounds like it was a bluff...
its under Ubisofts known issues AMD high CPU usage causing overheating and low fps. I also have a email from support stating they are working on a fix

When I overclocked it from it's base clock of 3.0Ghz that can scale up to 3.7Ghz turbo, to a constant 3.8Ghz:
Out of my 8 core 16 threads, only 1-2 of the threads randomly hits 100% utilization, most of the other threads barely hit 50% at times, meaning my CPU actually isn't being utilized properly.
AC Origin runs on Dx11, which uses a worse DirectX driver for my AMD GPU, which translates to less effective performance in general in hardware utilization... I wouldn't be surprised if Ubisoft pulled another stupid measure with their code again.

Well if I go low resolution I'll eventually get 50% gpu load but at 1080p + 120% resolution scale my cpu always keeps the gpu busy.
Well if your playing this you do, it's called denuvo. Look into there history and tell me you have no issues with how they have done there code in the past.
It could be many things, my point was more in windows 10 microsoft patched out the ability for them to use the exploits they had used previously for drm as it opened up your system to attack. The company behind this drm is shady as hell, even with denuvo they settled out of court for stealing code and so on. Hence not really a group I have much trust in, and also being denuvo all games with it will become unplayable as it require dialing in to a server to allow you to play. For example anytime you change hardware it will need to do so or will lock you out of your game. Some will say this will be patched out when the servers are turned off, but at that point they have alreadey made there money and have no incentive to (and historically such patching out of drm in such a curcusmtance is extremely rare, and the game is typically left unplayable, see Darkspore for instance).
The game is very much into 'core clock' and is a single threaded game that isn't very much optimized for more than 2-4 cores.
Unfortunantly, as is quite common-place in the PC gaming community, most PC gamers have this mindset that their systems are never the issue when it comes to problems with a video game and if said game has some form of DRM it instantly becomes the scapegoat for *any* problems that the player is having.
Now, onward to the topic at hand.
For me the game runs prettty smoothly, I do get FPS drops every so often but it doesn't bother me, and by FPS drops I mean going from 60-70 FPS to 40-50 in Alex', which despite that drop is still quite playable for me and yes I do notice the CPU utilization but as it was already stated: it isn't an issue, so long as you have a decent cooler that is able to keep your CPU cool (so far my tempts haven't gone above 80 even with 100% usage)

soooo.... I dunno. I can't complain... this is literally the first time I'm having fun in AC again since I dunno when. There are some issues, like not being able to get back into my boat that I'm bugged by, but the game runs great.
other info: 64mb ram; nothing is overclocked on this system.
Most people say its the best Assasins Creed ever. I am so much looking forward to playing it on Wednesday.
