Commanders Missing from camps?

Can't complete a couple of bandit camps because the commanders are MIA. Cleared both camps. Even waited a few days. Nothing. is thisn a bug?

Fast travel to a really far away location, wait a day or two then fast travel to the nearest location and when you get back they should have all spawned. Find and kill the missing person.

Also a few quests will remove the captain or get killed by a rebel so you have to fast travel away and wait for them to re-pop sometimes.

Damn I got this issue in Fort Clostra in hidden ones dlc but I guess I will try that jump to another place and sleep/wait and try to go back.

Those commanders and captains get "lured away" by enemies that get close to a fort, and sometimes they might die. I've seen it happen. Sometimes they just disappear altogether. I've watched them walk away from an encampment, then just lose sight of them all of a sudden. Fast traveling fortunately always brought them back for me.

yeah go to a different location and wait/sleep and go back solve the problem for me.
