And the potential for what it could have been is endless.
There are caves, tombs, and pyramids to loot and puzzles to sovle. Underwater sections to explore.
I prefer this over the management system of the older games and it fits the overall theme very well imo.
Edit: Also, don't forgert that this is supposed to be the origin story of how the assassins started out. So it's not going to have all of that stuff in the game during that time period. It has yet to be established.

Without giving too much away, Bayak (and another character) does establish a "homebase" and recruit the first assassins into the order at the end of the story.
