Are arrow caches one-time only or do they regen every game session?

u cant craft arrows (as far as i am)

You can craft to make so there will be more arrows, but not craft actual arrows.

I've noticed when upgrading your quiver, it refills it.

There are also skills which help you to get your arrows back. For example the skill that lets you collect arrows u parried and got stuck in your shield. Otherwise use hit and run technique - attack from distance, charge in with your assassin blade - get your arows from bodies, climb to another house roof and keep your distance to the enemies - repeat.
