CPU bottlenecking can result from poor optimization of code. The term is correct, it does not imply any fault on the part of the hardware.
I have i7 4790k 4.6ghz

I get 51 fps average in benchmark at 1440p resolution the 1070 is not enough for 1440p 60fps. It is for 1080p though np. You also should have 16gb of ram if your trying to max out games especially on windows 10. Right now while IDLE i have 3.3ram being used, if I only had 8gb of ram that only leaves 4.7gb for the game, but since I have 16gb I have 12.7 gb to spare.
Also all you need to do is see if your gpu usage is not being maxed if your at 99% GPU usage and getting 45fps your CPU is not bottlenecking but if your averaging 45 fps and you don't have the game capped at 45fps and your gpu usage is low your cpu is most def bottlenecking.
