What are those numbers (right and left to some shield icon) on each city?

I think it gives you info about what level the challange in this area is and what level the guards are. I've come to that conclusion after a while

I'm positive they're level range for that area. If you look, Siwa is the lowest, and the numbers match the suggested level for the quests given there. Then the area you're sent to next has the next lowest range, then the one north of that, then Alexandria, which is the path the main story has you take.
I've found a couple side quests in Alexandria that are higher level than the range shown, but the vast majority are within it.

I've found a couple extended side quests that eventually create further higher-level missions.

Hmm, that might be what I've seen then.
That's pretty cool. I'm kind of hoping that there are higher level quests that will eventually show up in these areas, because it seems real easy to out level stuff.
