I never heared of anybody that got banned for unlocking things. They only will 100% ban if you buy stuff in cheaper stores of another country.

Yes you can, theres this rumor where you could be banned but i've never heard about anyone being banned for using VPN to unlock earlier.
I've been doing such thing for years to unlock Fifa 14~18 and some other games like Watch Dogs 2 / Tom Clancy's Wildlands.
I always use SaferVPN

There was no plans for a day one patch they already patched it before preload. Only physical copies will need to catch up.

There were Benchmark videos released yesterday by folks that got a code to access the game early. From what i#ve seen the optimization is normal/ok as its running on AnvilNext engine.
