My guess would be that a cutscene modified the timescale and somehow it failed to return it to normal afterwards.
I've been using a "control" monster (Fulgur Anjanath) to test when I changed settings (the slow motion does happen with other monsters).
So far I've tried:
• Updating nVidia drivers. and downgrading.
• Turned Vsync off/on
• Changed all my graphics setting to the lowest potato settings.
• Changed it back to highest settings.
• Reinstalled the entire game.
Still happens. It's driving me nuts because a game about timing attacks with monters in slow motion is broken like this T-T
Here I tried to replicate the conditions in the fight. I could feel it in the game but I'm not so sure its very obvious in the video (I normally can't foresight slash fo shizz). Idk, you tell me.

Normal weapon speed at 0:59
Fight at 1:25
That Anja bite/ first counter at 1:34 was super sluggish.
