Failed to *post* quest?

It seems like recently I've been practically unable to join any online lobbies, and it frequently fails to find SOS signals, and now the latest thing is that is often fails to post the quest itself.

It seems like it can be fixed by just trying to post it again a few times, but if the online performance deteriorates further I'm worried I might be unable to play the game entirely outside of expeditions or the hub?
