Pandora's Arena Quest Not Unlocked

I have a serious problem after the first quest concerning the Lunastra on the PC version, where you fight her in the desert.
I don't unlock the 2nd quest after talking to the blacksmith. And when I try to join it online, it says I'm not enough far in the story.
I verifyed the integrity of game files, restarted the game, tryed in offline mode; nothing is happening.
I find it annoying to not be able to hunt, especially with friends or the only one is must not to be able to make him .

Minimum HR requirement is 16 so you need to have fought Xenojiiva before you can get to her. You also need to have completed The Food Chain Dominator and The Blazing Sun missions before unlocking Pandora's Arena.

My HR is 82 and i finish first quest : The Blazing Sun

Unless it's a massive bug, talk to the Huntsman first, then blacksmith. Otherwise you're prob SOL as after completing Blazing Sun, you talk to the Huntsman who acknowledges completion of Blazing Sun and then the smithy who gives you Pandora's Arena.

I got into the same problem! Somebody please help! My HR is high enough and stuck after the Special Assignment: The Blazing Sun.
I also talked to Huntsman and Smithy but Pandora's Arena is not showing up.

Go to Seliana and talk to the smith there. The NPC got moved there in Iceborne. It worked for me, hope it works for you all

I tested in my old save and it still doesn’t work .
This quest is never avaiable even if we have Iceborne .

Since the time I found another save and I used an editor so that it would be similar to my old save , I didn’t want to start a game again because of a glitch
