Bug: Wildspire Waste - Camp 15 does not unlock

I cannot unlock the 4th camp at area 15 in the Wildspire Waste.

I have already completed the Protectors quest and visited the location of this camp several times, each time just doing an expedition (without choosing a quest before travelling there).

So far I never got the delivery quest at the resource center for this camp, so I would assume this is a bug (another player posted in a forum he has the same problem).

Any recommendations how to get the delivery quest for this camp working?
