CheatEngine has a feature to alter the game speed. If you're playing solo (private session or steam in offline mode), playing in slow motion is a really good way to practice and you really get to appreciate the fine details of the game. Like how the scale of a Tobi Kadachi shimmer when it charges up or how the shadow of the tree canopy shows through the wing webbing of a Rathalos
But if that makes you enjoy the game more, go nuts I guess. Just don't use any cheats that break the game and join multiplayer with it. No one finds it impressive when someone hacks in a weapon that can one shot any monster and ruin the hunt for them.
Just don't bother anyone else and ruin their experience if you do questionable stuff.

I believe some people prefer to use cheat engine because it doesn't require to bother with any of the mod related things just to set things up. You just load the table, turn it on and do what you need to do, then turn it off and that's it, nothing to clean up either. Also, usually you can accomplish what requires multiple mods with just a single cheat table.
Of course you can always use FLiNG's trainer (which is likely made on Cheat Engine anyway) or mods since these options didn't get outdated. Last time I tried to edit region levels via CE, the table I was using didn't even have a line for the Tundra Region of GL.
