Breaking a part can do several things depending on which part it is.
It can make it so a monster can't use that part well as before hindering the monsters movement/attacks. Or completely removing attacks like severing a tail
I believe it also increases drop chance for cetain drops?
It can also (dont remember if it always does so) increase the damage you deal to that part.
It depends on the monster, but the usual outcomes include reduced mobility and reduced attack range, depending on the extremity. For example, Fatalis doesn't fly as often once the wings are broken, and Barioth also has reduced mobility if you break its arms.

Funny enough, cutting the tail doesn't stop tail swipes for many monsters. That adrenaline must be hitting hard considering they are basically trying to hit you with an exposed wound.

Breaking parts usually drop a single item depending on the broken part and are also counted in the quest end screen, so you can get even more materials. Cutting a tail off lets you carve the tail.
It is entirely dependent on the monster. Every monster does have breakable parts, but what breaking them actually entails varies wildly. For example, monsters like Anjanath and Lavasioth don't really change much once you break parts/sever tails. They might move a little slower or have their attacks weakened, but they stay pretty much the same. But monsters like Tzitzi-Ya-Ku and Uragaan lose integral parts to their "kit" when you break specific parts (Tzitzi-Ya-Ku can lose its ability to stun you and Uragaan can lose its ability to roll). Generally, most breakable parts are going to be around weak spots anyway like tail, wings, and head. So a lot of time they break naturally over the course of a fight. You can brute force most monsters in the game without worrying about breaking parts. The only monsters that I can even think of off the top of my head where it REALLY matters are Barroth, Alatreon (obviously), and the raid monsters Safi'jiiva and Kulve Taroth.

Breaking specific parts does also help when farming for drops. Not only is it just more drops at the end of the fight, but breaking specific parts gives better chances for specific drops. Also, there are a couple monster drops in the game that can ONLY be found by breaking specific parts. Like Shara Ishvalda Tenderplate. These kind of drops are extremely rare and you will usually get them naturally during fights anyway.
Sometimes, breaking a part turns it into the monster's weakest spot (like uragaan's chin).
Usually, is for getting specific materials that you can't usually carve.

Breaking a part provides an immediate loot reward. It is shown after the hunt, success or failure, as "rewarded for breaking part" loot. Part breaks can also drop shiny loot, which must be collected during the hunt.

Various monster behaviors change depending on part breaks. The most obvious one is a tail break. Sweeping tail attacks will have their range reduced, because the tail is no longer there. Monsters can also stagger, fall down, lose temporary armor covering, and stuff like that. Barioth arm breaks are huge, it will stagger after leap attacks and ruin its angry jumping phase.

Depends... sometimes it reduces monster armor values, somtimes it even changes their attack, like if a monster has large tail, then you destroy it, all its tail attacks have less reach and do less damage too.

Somtimes its done to make the hunt easier, but the primary reason IMO is for materials. Example, breaking the horn gives a high chance that you can get the horn as a material after the quest is done.

Somtimes breaking a part will force the monster to fall over for some seconds and make that easier to repeat, especially if its a leg.
