The game uses way more GPU than CPU for me, though both runs at around 60 C to 65 C because I got really good airflow and good quality thermal paste. Specs are 3060 Ti and Ryzen 5 2600x (at 4.0 GHz).
The game is already generally unoptimised (I blame Capcom for the shoddy port), and the mods somewhat help with the usage and performance. Of course, you still need a reasonably strong GPU (which you already have) to play it at high framerates. my FPS went from 45-70 to 70-100+ after I upgraded my GPU from a 1060, for example.
TL;DR: Sounds like a cooling issue to me, apart from the game being shoddy.
Your current usages are fine if your system isn't affected while tabbing out or doing something else while the game is running.
I launched the game to check how the usage goes. At first, and while loading, the usage was 90% to 100% (without any issues). It dropped to a stable 50 to 60 after around a minute of idling in Seliana Gathering Hub. Seems like the usage is high right after you launch the game and stabilizes later on.
Even on one of the most demanding maps (Hoarfrost Reach), the usage was 75% at most.
Just ignore it unless you have issues related to performance (in general, not only in the game).
Forgot to mention: All options are cranked to whatever's the highest, except Volumetric Fog (which is off).
This game is especially unoptimised, but your hardware is exceptional already so that won't be a problem.
It can handle dropping voltages down to 1.025V or 1.100V.
And there is also other undervolting method in the AMD Overclocking section for PBO where you choose to lower voltage on a per core basis by 25~30% and go from there to adjust the CPU frequency for any temp you freed up.
Check your temperature doing idle periods and when on full load, it is fine if your CPU hits 100% load during gameplay (hub or actual map, it doesn't matter).
What's important is what resolution you pick to play at and if your GPU can handle it at that resolution at what graphics setting.
For instance 3070 Ti, you kinda should stick to 1080p 144hz if you wanna load in the high texture and if you wanna max out the graphics, otherwise 1440p Medium just to be safe.
specifically talking about ryzen 5000 and 7000 series, there are settings if your motherboard is new enough to undervolt the cpu for near zero reduction in performance. depending on your cooling solution this might be only a few degrees, or in my case, a huge difference, as my case is basically a wind tunnel with very aggressive cooling, and i have a custom liquid cooler as well.
i had to undervolt it because i dont want hearing damage, basically.
your situation might be different, but I would suggest exploring it. if you're not an advanced user though, you should research every setting before playing with it in the bios, and read your motherboard manual and bios update changelog before attempting any adjustments.
it is worth it though. less power + heat for the same performance.
