Usually the game figures out once you kill everything that you're in the clear but sometimes there's still something like a Jagras in another zone trying to kill you that counts. I honestly don't know why Capcom made any small monsters count as "in-combat" for the purpose of fast travel especially because monsters unaffected by Intimidator like Vespoids or infected Raphinos don't, but whatever.
Doing things like hiding in tall grass generally shakes it off reasonably enough, as does going into a tent for a bit. Farcasters allow you to teleport straight to camp regardless of being in-combat and can be pretty useful thanks to that.
This sounds straight from experience and while the bug is lamentable... It's not so much the glitch's fault as it is whatever ♥♥♥♥♥♥♥ "teammate" killed the monster before the rest of the team could get to the zone. If it was a capturable monster they could've captured it and made reaching the monster irrelevant.
