Damn, capcom, why you do this. You've already made a great game that people will play either way, why frustrate us with such miserable numbers... Like I've got my end game build now, all augmented and upgraded, and in fact I am quite interested in fighting some more just because I enjoy play as my character.
to answer your questions in detail :
you CANNOT get these decos from gold melding tickets.at all. you can only get low tier r11 from gold tickets. your listed decos are in line with challenger+ r11 decos which cannot be gotten from tickets AT ALL currently. there is a video on youtube proveing this for a good while now.
you CAN get them from the elder melder carved feystone ritual but that will cost you THOUSANDS of these bones and fedder decos to happen probaly. the eventquest is much better than this imo. but its spammable and if you have spare stuff why not. cannot hurt. i my 3rd challenger+ from the ritual.
you CAN get sealed and carved feystones from raging brach and furious jang optionals aswell as they share the t3 tempered deco table apparently. i doubt either will see a tempered version anytime soon.maybe arch tempered raging brach and jang become a thing as events who knows.
t2 can grant you carved which can drop these. but t2 often give ancient. the event I mentioned is miles ahead of any normal t2. forget about these. decs decided they should be useless apparently.
flora quest only gives ANCIENT feystones. so the answer is NO sadly. you need CARVED festyones or SEALED feystones for these decos to even have a chance to drop.
deco farming is worse in iceborne as specific lvl 4 are much much harder to get. thankfully you also need at most 3 of any deco of them unlike basegame.
outside of the event mentioned above t3s are your best bet sadly. try to get bagel t3 with 4-.5 boxes. by far the eaiest target and is capable which speeds things up. stygian is also a good target for t3. as is velk and vaal. ruiner is also pretty ok. depending on weapon teo is also easy. avoid luna/jang/metal raths unless you wanna make your grinding harder for no good reason. especially jang is poorly balanced for tempered dmg wise. metal raths arent much better either as nergs nest is a pain to fight in.

Seriously, it's a lot like basegame, trying to gun for a deco on T3 investigations or current decofarming quests will just burn you out.
Sure, you'll gain a tiny fraction more efficiency if you have every 4slot deco, but it's really not worth 100+ hours of farming the same Tempered T3s especially if you went through that in basegame.
Instead I highly advise taking advantage of the hugely increased flexibility the 4slot deco system does give you which is what IMO makes it better than basegame's ♥♥♥♥♥♥♥ Attack Jewels. Sure, you don't have WEX + Vitality which would be great, but you don't need it to easily max WEX and Vitality on a build while still being massively efficient and having tons of skillpoints to spare.
You can get good decos through more casual play as well and while the desire sensor is a joke, the fact is that while you'll practically get good decos faster by spamming uber efficient tempered T3/wrath of thunder over and over, it will FEEL a crapton better if you just play what you're comfortable with doing instead.
Also worth noting that while Decorations are obviously not going anywhere there's a lot of stuff to do besides maxing out your Decos for one specific build and each update only adds more. My current goal is working through the GL and weapon progression in general to create an expansive library of highly augmented weapons in every single weapontype.
