Real answer: master rank azure rath. All the annoyances of a normal azure rath, mixed with flash resistance. Seriously, what is the ♥♥♥♥♥♥♥ point of the azure rath variant. Pink rathian at least gets a cool tailflip, azure rath's entire existence is just boiled down to "regular rath, but he flies MORE". It's literally a time waster wyvern. Why.
weapon match is a thing so as long you bring a right weapon no monster is push over and some of them is just walk in a park. dodogama its just too cute to kill.
If it's only World/Iceborne...I don't really have a particular order.
1. Kushala Daora. It only stalls, it's barely even a threat. Not even a hint of iceblight from previous gens. I swear it got massively downgraded so Velkhana can hobble in.
2. Lunastra. Nobody playtested this thing, is the tip of the iceberg of World's "unavoidable wall of destruction" gimmick that plagues Iceborne.
3. Rathalos. Flies across half the map every minute making it almost impossible to track, then always summons Rathain to the hunt if available, because Rathalos is too chicken to fight me 1v1.
4. Velkhana. Idk, the fight doesn't really seem that fun to me. Maybe it's the music? It sounds like nonsense to me.
5. Nergigante. Annoying gimmick, never left beta testing - what sorry excuse of a hitbox is the dive? It's not even as broken on Ruiner, like what happened?
For the entire franchise, again there's no particular order.
1. Plesioth. Shouldn't have to elaborate.
2. Basarios (pre-5th). Almost exclusively have to use Hammer unless you want to bounce, or have Mind's Eye.
3. Konchu. It's a monster. Not a large monster, but it still classifies. You don't know "annoying small monster" until this thing suddenly rolls in and knocks you down. Unlike some monsters that send you flying or slowly prepare the paralysis sting, Konchu will materialise out of nowhere and stop you.
4. Bulldrome. Pinacle "small monster scaled up to large monster". It's exactly like hunting a Bullfango, except it's bigger, and takes even longer to slay.
5. Gypceros. It's Pukei-Pukei but worse, and flashes like Tzitzi-Ya-Ku, except it's not directional flash. You get used to the death fakeout.
bonus:
1. collab monsters. Get out of my monster hunter game if you want to have mechanics like your original game.
2. siege quest monsters. Just bring back the old "slay or repel" 35 minute quests, don't force a quest abandon because of some arbitrary invisible time limit.
3. menu navigation. Woah steady on, you're zooming in too quickly on the book! I need another like, 5 seconds of waiting for the damn menu!
4. multiplayer. I don't want you.
5. farcaster (World). What do you mean you only work sometimes? What, too easy to just escape the big attack?
The two exceptions to that are Lunastra and Nightshade Paolumu.
Lunastra is simply a bad fight. Constant chip damage is annoying enough, but her flame patches also block ranged ammo like Teostra/Kushala's auras do. Her tail swipe hard counters basically everything; it comes out so fast and has such a massive hitbox you are likely unable to dodge it, and also makes more fire aoes with wind pressure for good measure. Since it hits twice, it also nullifies one-time negations like Greatsword Tackle. The wind pressure is an absolute nuisance for any build. Finally, the only 100% effective way to survive her nova is just to give up and Farcast out of the fight, or else it will just wind pressure stagger and chip you to death. Terrible mechanics.
Nightshade Paolumu is the same way. While building for full Sleep Resistance helps it from being truly insufferable, Nightshade also spends far too much time up in the air and constantly moving around. Unlike most monsters, breaking its wings does absolutely nothing to stop it from flying again, and like all MR monsters, they only fall out of the sky from a flashbang ONCE. If you can get it to come down, it still has the annoying Paolumu moveset of running in one direction and falling over, or swinging their tail around.
I also think Alatreon is a bad fight but saying that is like kicking a beehive so I won't bother.
In my 2k hours playing this game, I can safely say those chumps ain't exactly my type, they aren't hard but hot damn they annoy me more than anything..
