Report a translation problem
You can just get the mods and play them instead of trying to figure out how to make them yourself. By the time you run through them all, you won't even want to make your own custom stuff, anyway. They are tuned to be played with the best gear, by the way. As a bonus, you can even play through them with others if they also have the same custom quest mods. People who don't have the mod won't be able to see them if you post any custom quests.
You can find a decent sum of noteworthy custom quest mods in the guide below. They have their own section, called "Custom Quests". Make sure you have the Essentials, of course. Stracker's Loader comes with Quest Loader, which is required to load custom quests. And of course, most importantly, have fun!
