Why should they work on something if it will only cost them money, time and manpower? Older titles are not interesting enough for people anymore. They won't sell millions of copies. Especially to people who played World and/or Rise, since their standards are much higher now. They wouldn't tolerate the jank, animation locks and the extremely slow pace (compared to most mainstream titles). And if those are removed/changed, then it's not even the same experience anymore, so what's the point?
Just because some people think that a remaster will sell well doesn't mean Capcom can afford to remaster an older title for a chance to get some money. They'd rather sell you an entire new game, like MH6, and swim in the cash instead.
A company isn't there to cater to your personal interest, its for them

It was on 3ds too if I remember correctly, but that console was a dumbster fire (wii u), wasn't really interested to buy it back then.
I had a 3ds though, but it was just a control issue for me, hated to play serious game on it.
